WIRELESS APPROVALS:-

In India, like most other countries, the RF spectrum is considered to be a natural resource. The use of the RF spectrum for “Wireless Communication” is controlled by the Wireless Planning and Coordination Wing (WPC), a body specially created by the Government for this purpose.


To be very specific, any wireless transmission less than 3000 GHz and without the use of an artificial guide is considered “Wireless Communication” and is controlled by the WPC. That is to say that wireless transmission at a frequency higher than 3000 GHz (for example Infra-Red communications) is not considered to be “Wireless Communication” as defined by WPC and hence is not controlled by the WPC.
From a regulatory point of view, WPC issues 2 kinds of approvals :

  1. Wireless Licenses for Licensed bands and

  2. Wireless Equipment Type Approvals ( ETA) for De-Licensed bands.

All bands other than those notified as “de-licensed” are to be considered as Licensed bands.

SUNREN is capable of and has the accreditation for performing all the required tests for WPC approval for wireless devices working between 10MHz and 8 GHz.

TELECOM APPROVALS:-

TEC (Telecom Engineering Center) is the Technical arm of the Department of Telecommunications (Govt. Of India) and is the approving authority for Telecommunications and Information Technology products’ conformance to regulatory requirements.

 

Who needs TEC approval?

All devices that will be connected, or can be connected to the Indian Telecom Network (PSTN, ISDN, SIP, Leased Line, Cellular, etc.)  like modems, telephones, fax machines, ISDN routers, EPABX, Switches, Gateways, etc.,  need to be TEC-approved.

TEC issues 3 main kinds of approval :

1. IR Interface Requirement Approval - for products to be sold in the general market for public use (modems, Fax, ISDN terminals, etc.).

2. GR Generic Requirement Type approval - for products that will be bulk procured by the telecom entities for use in implementing the Public Network (Cables, Exchange Switch, etc.)

3. ER. Essential Requirements approval  - mandatory approval for all products sold in the Indian market. Also known as MTCTE approval.

ER approval is mandatory, whereas, IR and/or  GR approval are required to be obtained based on specific requirements of bulk purchasers.

In addition to the above, TEC also issues Technology Approval, Certificate of Approval, Infrastructure Approval, which is sometimes required by certain manufacturers for custom-made products or specific requirements.

All the above approvals require lab testing of the products by TEC-designated labs. Generally, test requirements comprise of 4 kinds of tests:

a.      EMI/EMC tests

b.      Safety tests

c.      Technical Requirement Tests

d.      Security Requirement tests ( to be implemented).

SUNREN is a NABL accredited test laboratory and a designated TEC CAB.

Bureau of Indian Standards (BIS) – Compulsory Registration Scheme (CRS) approval

BIS (earlier known as Indian Standards Institution ISI) is the country’s primary standardizing for the harmonious development of the activities of standardization, marking, and quality certification of goods and for matters connected therewith or incidental thereto. BIS has the mandate to ensure all supplies in the country are safe reliable quality goods; minimizing health hazards to consumers; promoting exports and imports substitute;  control over proliferation of varieties, etc. through standardization, certification, and testing.

BIS announced its CRS ( Compulsory Registration Scheme) for over 75 various kinds of Electrical, Electronic, and IT products, devices, and gadgets sold in the country.

Products under CRS need to be approved by BIS through a process that involves local testing as per the relevant safety standard by a BIS-designated test lab, as well as brand/manufacturer/factory validation (documentary) by BIS. On completion of the process, BIS allows the R-No. ( registration number) to the factory for the given product. Thereafter, the approved products must be labelled with Registration no. as per the BIS guidelines.
